Role Profile: Reporter

What you’ll be doing
Reporters are impartial decision-makers who play a key role in determining a wide range of planning and environmental appeals, as well as other case types. This role is central to the appeals process, requiring careful consideration of all evidence presented.
You will assess each case by focusing on the key issues, asking questions where further clarification is needed — either in writing or, occasionally, through a hearing or inquiry session. Site visits (which may be anywhere in Scotland) are often part of the process to gain a full understanding of the context. Once all relevant information has been gathered, you will make decisions by drafting clear, concise, and well-reasoned decision notices.
In some instances, you may not make the final decision yourself but instead prepare a detailed report with a recommendation for Scottish Ministers. This is a specialist role involving complex and sometimes technical subject matter.
You will work independently from home for much of the time, but we provide mentoring support during your initial months and offer ongoing CPD opportunities to support your development.
Person Specification
We’re looking for experienced professionals with relevant qualifications in planning, environmental management, architecture, surveying, civil engineering, or law.
You should have:
- in-depth knowledge of planning and environmental legislation and policy
- significant experience in development planning and/or development management
- strong case management, analytical, and communication skills
- the ability to work independently and meet tight deadlines
Working Pattern
Appointments will be offered on a flexible, ad hoc basis. Work will be carried out on a self-employed arrangement, allowing you to contribute as and when opportunities arise, whilst being able to also limit how much work you would like from month to month.
The amount of work you receive is likely to fluctuate depending on various factors such as:
- other business pressures and priorities
- the number and complexity of current appeals
- your capacity and the capacity of other reporters
- your skills and experience
Remuneration
Competitive rates will be offered and discussed during the appointment process. Many cases are offered on a fixed fee basis, but with additional payment available where needed.
We also offer in-house CPD opportunities, and we will pay you to attend these.
Travel expenses within Scotland will be paid in line with Scottish Government policy .
