The Scottish Government is building a Talent Bank of skilled individuals to support the work of the Planning and Environmental Appeals Division (DPEA) and the National Planning Hub.
This isn’t a recruitment exercise for immediate roles. Instead, we’re inviting expressions of interest from professionals who’d like to be considered for flexible opportunities as they arise.
By joining our Talent Bank, you’ll be among the first to hear when suitable roles become available, giving you the chance to contribute your expertise to important planning work across Scotland.

We’re seeking talented individuals to support the work of:
Planning and Environmental Appeals Division (DPEA)
The Planning and Environmental Appeals Division (DPEA) plays a vital role in Scotland’s planning system by handling appeals and inquiries across the country. We’re looking for experienced professionals to join our Talent Bank and support this work as needed.
You could be involved in:
- Determining planning and environmental appeals
- Supporting reporters in case assessments
- Contributing to fair and transparent decision-making
National Planning Hub
The National Planning Hub, led by the Scottish Government in partnership with the Improvement Service, provides direct support to planning authorities where there is evidence of need. We’re looking for experienced professionals to join our Talent Bank and support this work as needed.
You could be involved in:
- Providing staff resource and specific expertise to support the planning service
- Offering wrap around support for professional capacity
- Supporting efficiency and practice

Joining our Planning Talent Bank
Joining our Talent Bank is straightforward and flexible. Here’s how it works:
1. Submit your details
Fill out a short form to tell us about your experience, qualifications, and the types of opportunities you’re interested in.
2. Follow-up and informal conversation
Our team will review your submission and may get in touch to arrange an informal conversation. This gives us a chance to learn more about your background and gives you an opportunity to ask any questions.
3. Added to our Talent Bank list
If suitable, your name will be added to our list of professionals we contact first when opportunities arise.
This is a rolling campaign with no firm closing date. We’re gathering interest now, with projects expected to begin in early 2026.
